出版倫理聲明(Publication Ethics Statement)

明德文化出版社專注於學術交流與文化傳播事業,主要致力於學術期刊的發行,旨在打造開展國際學術交流的重要平臺。爲了倡導優良學風,恪守職業道德,抵制學術不端,規範論文投稿、同行評議、編校及出版等過程,本社依據《COPE倫理出版實踐指南》等相關條款,結合本刊實際情況,制定了作者、同行評議專家、編輯以及出版者的倫理申明。

 

凡向本社期刊投稿的作者、本社期刊邀請的同行評議專家、本社期刊編輯及出版者均視同認可本聲明,並依本聲明自律。

一、作者倫理
1.作者投稿必須爲原創作品,確保所投稿件內容真實可信,並且有責任配合編輯部要求提供原始圖片、原始數據、基金立項任務書和項目名稱等證明材料。
2.作者所投稿件無任何學術不端行爲(如一稿多投、重復發表、署名不實、抄襲剽竊、弄虛作假、虛假注釋、引用他人著述未注明出處等),不涉及保密問題等。
3.作者同意來稿一經刊載,明德文化出版社有權提供該文章的免費使用服務,並有權與相關文獻數據庫籤約提供該論文的使用服務。
4.所有署名作者必須對論文研究均有實質性貢獻。僅對論文進行經濟和物質上的資助者可在致謝中表示感謝,但不應列爲作者。作者署名原則上按貢獻大小排序,由署名作者共同商定並在投稿時確定。作者和單位署名一般不得更改,如確需變更時,需向編輯委員會提交說明。
5.如果研究得到基金資助,須列出具體的基金項目大類名稱和編號,不得擅標他人基金項目號。
6.任何涉及人或動物的研究須符合國家、地方和機構的倫理要求,且經倫理審核批準,須有倫理批號。
7.作者在稿件處理過程中,需尊重審稿專家和編輯的修改意見。如對評審意見、評審結果有異議,可向編輯部提交書面申述。書面申訴要尊重編輯和同行評議專家,避免尖刻的語言,不搞人身攻擊;書面申訴應該對審稿人的拒稿理由逐點回應;申訴信應該是科學的、客觀的,應提供相關數據。

 

二、同行評議專家倫理
1.同行評議專家應基於稿件創新性、學術性對稿件進行客觀、公平、公正的評價,對稿件是否達到公開發表要求給出明確的意見,不應發表有失客觀的評語。
2.本社推行匿名評審,同行評議專家應對整個審核過程保密,禁止私聯作者或直接與作者討論稿件相關情況。
3.同行評議專家應對審稿內容嚴格保密,尊重作者的研究成果。在論文發表前,未經原論文作者同意,不得擅自將論文中的有用信息用於自己的相關研究。
4.對審稿內容或有關研究方向不熟悉,可拒絕審稿,可推薦審稿人。如受邀審稿,應在規定時間內完成;因客觀因素造成拖延的,應及時告知編輯委員會。
5.對於存在利益衝突或共惠、有礙做出客觀評價的論文,同行評議專家應回避審稿。
6.未經編輯委員會同意,同行評議專家不得擅自全權委託自己的學生、同事等代審。
7.同行評議專家遇到最近曾經審過的或與在審稿件密切相關的其他論文時,有義務向編輯委員會反映情況。
8.同行評議專家有義務提醒編輯論文可能存在的倫理問題。

 

三、編輯倫理
1.編輯應公平、公正、及時地處理所有來稿,尊重作者研究成果,保護作者創作熱情。
2.編輯應尊重同行評議專家公正、合理的審稿意見,並及時向作者反饋專家評審意見,當好作者和同行評議專家之間的溝通橋梁,保持審稿記錄的真實性,對審稿、修改各環節的資料有保密的義務。
3.本社採用雙盲制。編輯在選擇稿件同行評議專家時,應避免與作者爲同一單位、同一課題;不得選擇署名作者、論文致謝中明確提及的專家作爲同行評議專家;編輯不得向作者和專家透露對方的姓名和單位。
4.編輯應對初投稿論文做查重審核,避免一稿多投和重復發表等學術不端行爲。
5.編輯有義務提醒作者在變更署名、單位及其先後順序後可能出現的著作權和知識產權問題。
6.編輯對稿件有較大修改時要及時與作者溝通,徵得作者同意。
7.編輯對作者提起的申訴應該慎重對待,但不受理作者關於文章創新性或一般興趣的申訴。對作者提起的申訴,編輯應在一周內給出處理意見(不受理或重新審閱)。受理的申訴應由編輯委員會相關專業方向的委員重新審閱,編輯委員會應在兩周內給出最終結果。

四、出版者倫理
1.本社期刊只刊載原創研究成果。已發表的論文原則上不允許以另一種語言面向不同地區的讀者再次以學術論文的形式發表,但允許有條件地在其他非學術期刊(如社交媒體、科普期刊或報紙)再次轉載、轉摘或編譯。
2.對已經定稿錄用的稿件,若發現存在學術不端行爲,本社期刊有權撤稿。
3.對已經發表的論文,若發現存在學術不端行爲,本社期刊將作撤稿處理,並刊登撤稿聲明。
4.本社制定管理其編輯、作者、審稿人和編委會成員利益衝突的制度並及時更新。

 

 

Mingde Culture Press is committed to academic exchange and cultural communication, with a primary focus on the publication of academic journals. Its goal is to build a vital platform for international academic exchange. In order to promote academic integrity, uphold professional ethics, prevent academic misconduct, and standardize processes such as manuscript submission, peer review, editing, and publication, the publisher has developed this ethics statement for authors, peer reviewers, editors, and publishers, in accordance with the COPE Guidelines on Good Publication Practice and relevant regulations, tailored to the journal's operational realities.

All authors submitting to Mingde journals, invited peer reviewers, editors, and publishers are deemed to have accepted and agreed to comply with the following ethical guidelines.

 

I. Author Ethics
  1. Submissions must be original works. Authors are responsible for the authenticity and credibility of their content and must cooperate with the editorial office in providing original images, raw data, grant documents, project titles, and other supporting materials upon request.

  2. Submissions must not involve any form of academic misconduct (e.g., duplicate submission, redundant publication, false authorship, plagiarism, data fabrication, falsified references, or unacknowledged use of others' work), and must not involve confidentiality violations.

  3. Upon publication, authors agree to allow Mingde Culture Press to provide free access to the article and authorize use of the article through licensed agreements with relevant literature databases.

  4. All listed authors must have made substantial contributions to the research. Individuals who provided only financial or material support may be acknowledged but should not be listed as authors. Authorship order should be determined based on the level of contribution and confirmed at the time of submission. Changes to author names or affiliations must be formally requested and justified to the editorial board.

  5. If the research was funded, the specific project category and grant number must be clearly indicated. It is prohibited to falsely claim another’s funding.

  6. Any research involving humans or animals must comply with national, local, and institutional ethical standards and must be approved by an ethics committee. Ethical approval numbers must be provided.

  7. Authors must respect reviewers’ and editors’ suggestions during the review process. If authors disagree with the review outcome, they may submit a written appeal. The appeal must be respectful, avoid offensive language, and address each reviewer comment scientifically and objectively with supporting data.

 

II. Peer Reviewer Ethics
  1. Reviewers must evaluate submissions objectively, fairly, and based on the manuscript’s innovation and academic merit. Unjust or biased comments are not acceptable.

  2. Mingde journals implement anonymous peer review. Reviewers must maintain confidentiality and are prohibited from contacting authors or discussing the manuscript directly with them.

  3. Reviewers must keep all review content confidential and respect the authors’ intellectual work. Without permission, they may not use any information from the manuscript in their own research prior to publication.

  4. If a reviewer lacks expertise in the manuscript’s subject area, they may decline the review or recommend a more suitable reviewer. If they accept the invitation, they must complete the review on time or notify the editorial board of any delays.

  5. Reviewers must decline to review manuscripts where there is a conflict of interest or any relationship that may compromise objectivity.

  6. Without editorial board approval, reviewers may not delegate the review to students, colleagues, or others.

  7. Reviewers must inform the editorial board if the manuscript is similar to or overlaps with other works they have recently reviewed.

  8. Reviewers are responsible for alerting editors to any potential ethical issues in the manuscript.

 

III. Editor Ethics
  1. Editors must handle all submissions fairly, objectively, and in a timely manner, respecting authors’ contributions and protecting their enthusiasm for research.

  2. Editors must respect and relay fair and reasonable reviewer comments to authors, serve as a communication bridge between reviewers and authors, maintain accurate records of the review process, and keep all related materials confidential.

  3. Mingde journals follow a double-blind peer review process. Editors must avoid selecting reviewers who are from the same institution or project team as the authors. Reviewers mentioned in the acknowledgments or as co-authors should not be selected. Editors must not reveal author or reviewer identities.

  4. Editors are responsible for checking submissions for plagiarism or duplicate submission using appropriate tools.

  5. Editors must remind authors of potential copyright or intellectual property issues when there are changes to authorship or affiliations.

  6. If substantial revisions are needed, editors must communicate with authors and obtain their approval.

  7. Editors must handle appeals from authors seriously. However, appeals regarding the novelty or general interest of a paper will not be accepted. Editors must respond to appeals within one week (by either rejecting the appeal or arranging a re-review). Accepted appeals must be reviewed by editorial board members with expertise in the relevant field, and a final decision should be made within two weeks.

 

IV. Publisher Ethics
  1. Mingde journals only publish original research. In principle, already published papers should not be republished in another language or region in academic journal form. However, conditional reprints, excerpts, or translations may be permitted in non-academic media (e.g., social media, science magazines, newspapers).

  2. If academic misconduct is discovered in an accepted manuscript, the journal reserves the right to retract it.

  3. If misconduct is identified in a published article, the journal will issue a retraction notice.

  4. The publisher has established and regularly updates policies to manage conflicts of interest among editors, authors, reviewers, and editorial board members.
